Roman Empire can Castrate and Blind
Changes it so owners of the Roman Empire and Byzantine Empire can castrate and blind prisoners regardless of culture.
I always thought it was odd that even though Castration and Blinding were a longstanding Byzantine practice the moment the ruler’s culture differs they decide that these punishments are no longer needed. Since the Roman Empire replaces the Byzantine title once created it also seemed odd that they would forgo such a tradition upon restoring the Empire to its former glory.
This is not compatible with any mod that uses/changes "vassal_decisions.txt".
This mod is NOT achievement compatible as it changes the checksum.
