Description:

This is an attempt to bring some sort of penalty to WOTC that makes sense for civilian deaths. This mod should make you respect civilians more and also brings more difficulty to your game. You’ll also want to avoid grenading civilians to find Faceless when you get that Dark Event or rocketing that civilian that’s inside a nice bundled group of aliens.

It is my hope that this added incentive will restore some urgency to the game and also make you remember that you’re not just fighting the Aliens and ADVENT but you are trying to assist mankind. In the current game roaming civilians are just annoying critters.

-= EFFECT =-
Anytime a civilian dies within a set radius, XCOM will feel remorse for not being able to assist (or murderous guilt). This will cause a non permanent loss of Willpower that lasts a couple of turns. Note that this is not strict Will damage, and does not have to be healed when returning to the Avenger and will not cause your units to become fatigued more. It’s a base stat temp penalty. It doesn’t even trigger Panic, but it will make you weaker to Panic checks.

The Guilt effect excludes Aliens, ADVENT, any type of robot or any civilians Militia or otherwise.

Yes, this makes Retaliation missions harder. Get moving.

EXCEPTION: Killing the Enemy VIP does NOT cause Guilt. So feel free to level that car he’s standing next to. He’s just asking for it.

-= DEFAULT PARAMETERS =-
The default settings are tailored for a regular Commander difficulty XCOM 2 WOTC vanilla run unmodded. You may increase or decrease the power of the Guilt effect.

Base:
Penalty : -1 Will + 10% of your current Will damage
Penalty duration: 4 full turns with a 10% shed chance per turn (You can also make it permanent)
Penalty stacks for each kill
Any unit within 40 tiles of a dead civilian is affected. 40 tiles is about 2 screens away and is at the tail-end of Squadsight. There is no cover of visibility blocking, it affects -everyone- in radius.

Mental immunity does NOT protect from Guilt. This is by design, there is no immunity to this effect for XCOM soldiers.
Stasis is not protected from Guilt.
Frozen, Unconscious and Dead makes you immune to it.
SPARKs are immune by Robotic inheritance.

Almost all parameters of the Guilt effect are configurable from INI.

-= COMPATIBILITY =-
Completely compatible with anything unless they create new Civilian Templates then they’d need to inform me and I’d adjust it to be compatible.
