Federation Overcolonization Restored
Restores the effect of the government type Federation to +1 overcolonization limit per hero. Feel free to combine the code into your own mod, no credit needed.
Note: This mod is essentially just 2 files, barely 10 lines, it should work fine with most any other mod you use, including in multiplayer.
