Minor Relation Point Cap 1.0
Caps minor faction relations to 100 points. First major faction to reach 100 becomes the suzerain. At this point other factions are prevented from buyout assimilation, and may only assimilate via quest.
This fixes the the fact that relation points can go above 100, even though once above 100 you can’t add to your rate of point gain. Mainly, this stops the AI from dumping exorbitant amounts of influence or money to snipe assimilate minor factions despite someone else having already reached 100.
