They can be found under the "Outside Research Buildings" Subcategory under the Homes, Education & Research tab.
It can be built from the start of the game with the following materials:

1x Electronics for Maintenance
10 Electricity for consumption
Research Hub: 250 Research Points
10x Metals
2x Electronics
2x Electronics for Maintenance
25 Electricity for consumption
The Buildings are effected by collaboration losses to balance them.
