No External Vassal Wars
Makes it so that vassals CAN NEVER declare external wars, unless it is for dejure territory (culture permitting) or using the excommunication casus belli. Vassals may still declare internal wars for claims until crown authority is sufficiently high. Applies to the player. Disables achievements.
Made this mod because, especially when playing as norse pagans, vassals would always blob in the dumbest, ugliest ways.

KNOWN ISSUES:
– You cannot declare war on your liege using the claim casus belli. You first have to form a faction, then press your demands.
