Development Rework
Hello and welcome to the Development Rework mod! This is a mod that intends to overhaul the entire development system of EU4, while still retaining the value of development modifiers and the ‘feel’ of developing.
To start off with, this mod adds Population! It replaces the base tax development-type, and works in a completely different manner. At the start of the game, the game redistributes Population across the map, while not being tied to any specific province data (so yes, you can use Extended Timeline with this mod). Although this is never wholly historically accurate, it at least makes more sense in comparison to the base game. Population is gained by spreading a custom institution within a province that scales with Local Goods Produced. At 100 spread, a Population (worth 20.000 people) is added.
Then there’s also Production and Organization. While Production is basically the same as in the base game, Organization (which replaces Manpower) functions very differently. Production is improved, like Population, by spreading the Production Level institution. Production Level is gained by improving Production Efficiency. Organization functions like the old development-system, by which you can just improve it by pressing a button.
But wait! If the ‘Improve X’ button is mostly useless now anyway, then why is Common Sense required? Common Sense is not strictly required, but the buttons now have very new functions. You can resettle Population, import and export food, enact province Edicts and spend ducats to gain bonusses, all by using the development-buttons. It is therefore recommended you use Common Sense.
Finally, this mod IS compatible with multiplayer, and is also compatible with most mods (even those that change and/or add provinces). Don’t expect things to be balanced though.
