LO Combat Modifications
A collection of tweaks to various combat mechanics; the philosophy is to make all weapons and modules interesting and viable.
Changes

Kinetics: base crit increased from 0% to 15%; base shield penetration increased from 80% to 90%; base hull penetration decreased from 30% to 10%
Missiles: base crit increased from 0% to 30%; shield penetration increased from 60% to 90%;
Beams: base crit decreased from 10% to 0%; all beams now kill a small amount of manpower on hit
Lasers: base crit increased from 5% to 10%; base shield penetration decreased from from 30% to 10%; base hull penetration increased from 80% to 90%
Flack: base cooldown increased from 0.25 seconds to 4 seconds (or 16 times slower)
