Quality Cooldown B19

Makes it so that quality affects melee and ranged cooldown, with the latter also being affected by the weapon’s condition.
Compatibility
Should be compatible with any mod, including ones which modify the ranged- and melee-weapon cooldown StatDefs, provided this mod is loaded after.
