WARNING:
Seems to produce potential bugs and even softlocks may appear with too many generals
(Mingles): "it capped me out at 22/999 armies and wont let me recruit new general even to replace dying ones and then is in turn causing me not to be able to attack or end my turn"

May have fixed this bug

Medieval Kingdoms 1212 Submod:

Allows both the player and A.I. unlimited (999) governors, armies and agents at all imperium levels.

[Either there is a hardcoded limit to the amount of agents you can have or I’m just a ♥♥♥♥♥♥, but the max cap cannot go pass a max of 10 priests, 10 spies, and 10 champions.]
