No Restrictions for Tomb Kings & Wood Elves
Tomb Kings can recruit units without number limitation and Wood Elves can recruit all units without Amber. Both will need the right buildings, of course.
Only affects Players, since all effects are keyed to the player difficulty at every possible difficulty.
