Doubles the sanitation values for both the "in-province" value and "nearby owned provinces" value of the crusader factions’ Saint Lazarus buildings.

In-province values:
Chapel: 2 -> 4
Chapter House: 4 -> 8
Headquarters: 6 -> 12

Nearby owned provinces values:
Chapel: 1 -> 2
Chapter House: 2 -> 4
Headquarters: 3 -> 6
