Warm Water Ports
Very simply, there is no incentive for Russia to head off looking for ports that don’t freeze in the winter as it did historically. Using some Google-fu I got the number of months certain ports in the Russian emprire froze over, and added a malus to the maximum port size of those states that is sort of appropriate. At least, it started with Russia. Canada, Finland, Greenland, and Iceland are also affected!
Why doesn’t East Karelia get the Arctic Waters Trait? Well, apparently Murmansk is ice-free all year, or so sayeth Google.
