1%政治力量避免溢出 （1% political strength Avoid Overflow）
## 调整内容：
取消给所有政体添加一个-99%人口政治力量影响。
经反馈确实会发生财富提供的权力溢出，最后乘以1%也只得出一个负数.
再启用第一版的方案，将所有财富等级提供的权力-99%。
但最低不小于0.01，与原版一样最多进行小数点后两位运算，不对CPU造成额外负担。
以此避免游戏后期，政治力量超过2.1B数据溢出变成负值的BUG。
将所有人口的基础选票政治力量设置为0。
将所有投票类型中，拥有选举权的特定群体每张选票政治力量统一设置为1。
将选票政治力量也缩小到原版整数运算的极值，避免对CPU造成额外负担。

## Changelog：
Remove the influence of adding a – 99% population political power to all regimes.
It is true that the power overflow provided by wealth will occur after feedback. Finally, a negative number can only be obtained by multiplying by 1%
The first version of the plan will be used again, and the power provided by all wealth levels will be – 99%.
However, the minimum value shall not be less than 0.01. Like the original version, the maximum number of decimal places shall be two, which will not impose additional burden on the CPU.
In order to avoid the late game, when the political power exceeds 2.1B, the data overflow becomes a negative BUG.
Set the political power of the basic ballot of all the population to 0.
In all voting types, the political power of each vote of a specific group with the right to vote is uniformly set to 1.
The political power of the ballot will also be reduced to the extreme value of the original integer operation to avoid additional burden on the CPU.
