限制ai的移民，大大减少ai国家民族的数量，极大地降低运算量。

除了美洲列强，AI不会选择无移民控制和文化多元。除了美洲主要国家，AI不会选择文化排斥+控制移民。
AI will not choose no immigration control or cultural diversity except for the great powers in the America. AI will not choose cultural exclusion + immigration control except for the major American powers in the America.
上调了最低同化速度与最低皈依速度。
Increase MIN_ASSIMILATION and MIN_CONSERVATION.
