PHL03式火箭炮是中国的新一代火箭炮，它吸取了前苏联9K58型火箭炮的经验。口径为300毫米，最大射程达150公里.这辆车全重43吨，车长12米，车宽3米，车高3米，底盘来自万山特车一2400型8×8越野车。 中国PHL03(出口型编号为AR2)是一款12管300毫米多功能火箭炮系统(MLRS)，由中国北方工业总公司研制。从外形上看，PHL03型火箭炮与俄罗斯9K58型火箭炮系统极为相似。该型火箭炮主要用于杀伤远接近地域内的群目标，消灭开阔地带和掩体内的有生力量，摧毁摩步连、坦克连和炮兵部队的非装甲、轻装甲和装甲设备，攻击战术导弹、防空系统和机坪上的直升机，也可摧毁指挥所、联系枢纽和军工设施。PHL03火箭炮系统在2004至2005年左右进入解放军服役，同时向国际军品市场进军。
