Although naval aviation and nuclear weaponry have asserted dominance on the ocean, countries were still obssessed with artillery ships even after World War 2. The emerging Cold War further esclated the tension.
After WW2, numerous smaller countries emerged and were eager to build their own navies. Aiming at said burgeoning market, European arms industry, led by Bofors company, began promoting a class of destroyer (sometimes described as large destroyer or even cruising-destroyer) specially designed to meets smaller nations’ naval ambition. According to Bofors catalog, this ship has the firepower surpassing traditional light cruisers while the building expense and operating cost are still comparable to conventional destroyers.
In the expression of their utmost sincerity, Bofors company were enthusiastic about propagating the idea that the ship can be tailor-made to specific requirements. For instance, different idologies. Bofors emphasize that they are ready to build in all kinds of religious establishment on the destroyer. They went so far that they are even ready to setting up a cabin for political commissar on board – according to their chief sales representative statements in private, the proposal is "NOT impossible".
