因为“八月宗派事件”等一系列原因，中朝关系转冷。而新近加入朝鲜国籍的原日本天皇国吴海军工厂工程师也因为其成绩进一步得到重用。为表现朝鲜独立自主的决心与形象，朝鲜决心开工建造完全自主设计的战列舰。
Due to "Faction Incident in August", the relation between PRC and DPRK downgraded. The former naval engineer of Kure Naval Arsenal from Mikadodom of Japan who had reinstated his DPRK nationality got several promotion as his loyalty and capability. To show the independence of DPRK, they decided to design and build a battleship completely on their own.
就像525号驱逐舰那样，该舰不仅在武器系统上拥有浓厚的IJN舰艇风格，就连建筑也深受影响，加上大量增加的电子设备形成了独特的视觉效果。
Just like DD-525, the battleship not only had so many weaponary and relating fire control systems similar to IJN style. The superstructure showed great resemblance to IJN modern battleships. With all the electronic device onboard, a unique DPRK style was formed from then on starting from BB-415.
舷号415为金日成生日，该舰建成后为朝鲜人民军海军旗舰。
The pennant number 415 represents April 15th which is Kim Il-sung’ s birthday. BB-415 has been the flag ship of KPANF ever since she was completed.
