VHS’s Government ”Patch”
Changes most laws and makes unciv countries harder:
-Backwards governments will be punished with slowed economic growth and slower tech spread
-Base innovation lowered (and cap increased) by 10,increased innovation from universities slowing earlygame tech
-Construction sectors now gives +0.5% construction efficiency in all levels as a bonus for all the laws debuffing it
-Not having a institution now gives minor penalties
-More highlight for minor IG’s that never got any love from paradox!
I recommend using with ‘Anbeeld’s Revision of AI’ and enabling AI tech Railroading (in the game rules with his mod) so they get academia and railroads,just my tip.
