Description:

Reduce bureacracy cost per commander: -5/-10/-15/-20/-25 => -1/-2/-3/-4/-5
Change command limits: 20/40/60/80/100 => 5/25/50/100/200
Increase options of commanders: 2 from 3 => 4 from 5
Equalize commander weight per interest group:
-Armed forces: 5 => 2
-Devout: 1.0 => 0.5
-Others: all 1.0 (landowners from 2.0 to 1.0)
