Stay in Your Lane
Makes it so Russia, The United States, And the Hudson’s Bay Company, cannot colonize oversea states until they have researched civilizing mission. The US and HBC also cannot cross the 49th parallel until then.
This is done completely via modifiers and journal entry, so it is compatible with most everything, unlike the history file solutions.

The best mod that deals with the US-Canada part of this issue on steam, but done via history file editing. So it is incompatibility prone.
