Discrimination POP Political Power Fix
In description, Discriminated POP would get HUGE panalty on political power.
However this negative political modifier on the discriminated DOES NOT WORK because Paradox put the code on wrong line.
So this mode just move line of this code to make this modifier work well.
This mode overwrites ‘commonmodifiers 0_static_modifiers’.
So, unfortunately this mod would not work well if you use this mode with others which modify that file too.
