Update 1.9:

-Changed some provinces to better reflect historical river borders
-Added Semetic culture group upon suggestion (Thanks to migueldeunha)
-Changed base limit for accepted cultures from 2 to 12 for civilised nations

Very lightweight flavour mod, should always work.
