Bubble Shield (small & large)
Adds 360 degree shield variants (small and large) to the game
-Bubble shields have increased resource cost, command point cost and a small decrease to radius
notes:
-New shield parts still have the same name as vanilla (gonna change that in the next days probably)
-Saved ship designs may lose their current shields
