Unranked Subject
Removed country rank restrictions on overlord and subject countries, except that great powers cannot become subjects.
Now an insignificant power can attempt to puppet a major power, if and only if other non-rank-related conditions are met.
Country type restrictions are not touched. So tributaries and vassals are still only available to unrecognized countries, etc.
This should enable some aggressive and opportunistic even wacky plays. I came up with this idea when I tried to puppet Netherlands as Belgium only to find it unfeasible since I am one rank lower.
