Phantagonist’s Zhao Kuangyin (Emperor Taizu of Song)

Ability: Harness the Warlords Great Generals cannot be earned. Building an Encampment triggers a culture bomb and grants a free anti-cavalry unit. The city with the Government Plaza gains three unique projects which provide bonuses with respect to policy slots and Encampments. Agenda: Strategies of the Snowy Night Likes civilizations with large armies and no captured cities. Dislikes civilizations with small armies or captured cities.

Zhao Kuangyin’s unique projects require Government Plaza, cost 300 Production, and each can only be completed once. Train the Forbidden Army One Diplomatic policy slot in all governments is converted into a Wildcard policy slot. Anti-cavalry units receive +2 Combat Strength for each Encampment (up to +12 Combat Strength). At maximum bonus Combat Strength, these units receive +1 Movement and do full damage to city’s walls at maximum bonus Combat Strength. BUT: -8 Loyalty per turn to Cities with Encampments but no Governors. Authorize Frontier Trade One Economic policy slot in all governments is converted into a Wildcard policy slot. Encampments provide +1 Trade Route capacity and create roads between their Cities and the Capital if within Trade Route range of the Capital. BUT: -8 Loyalty per turn to Cities with Encampments but no Governors. Dismiss Military Hierarchy One Military policy slot in all governments is converted into a Wildcard policy slot. +16 Loyalty per turn to Cities with Encampments, and these cities can build two more districts than the population limit would normally allow.
