Man From Volta Recruit

Adds the Man From Volta freelancer pilot from Brigador as a recruitable character. He can be found in Mongrel, since that seems to be where the meme recruits like to hang out.
His starting stats are in the 15-25 range, which seemed similar enough to the other Mongrel recruits. He comes with his paper plate mask, along with a crafting blueprint, in case you want to make an Army From Volta. The paper plate mask is craftable at the clothing manufacturing workbench.
Also comes with a new game start, where you start as the Man From Volta in Mongrel, in case you want to start as the legend himself.
Will probably need an import to get him to spawn.
