I think that Three Kingdoms, as a Total War historical title, need to put more focus on public order, but in fact, the importance of public order in this game is even lower than that of Warhammer II, which is a fantasy title. So I borrowed the provincial control system from Warhammer and implemented it in Three Kingdoms, that is, as the public order changes, the province will have a certain impact on local buildings and the army. Now players need to pay more attention to changes in public order during rapid expansions (especially in high difficulty). This mod also includes my previous changes to the army status and supplies(original mod:https://steamcommunity.com/sharedfiles/filedetails/?id=2432879414), so if you have subscribed to my mod before, please be careful not to open it at the same time with this mod. The reason why the changes to the army status are included in this mod is my attempt to change the idea of ​​"one doomstack conquering the whole map". I hope that the added 15% garrisoned army upkeep reduction and the public order gained from military presence can encourage players to recruit slightly weaker forces in the homeland to develop the cites.
