No administrative penalties
Many players of this game have complained that the administration levels are too hard. I created 3 mods that decrease the food, bronze, and gold penalties on the different levels of administration. Concretely, it will be possible to create more units with these mods.
This mod changes food, bronze and gold percentage penalties. Penalties for all levels of all resources are 0%.
No other changes.
