Weaker Rebels
This Mod weakens the Rebels by turning down their unit quality by changing the CAI_VARIABLE_REBEL_QUALITY_OFFSET and the CAI_VARIABLE_REBEL_QUALITY_MULTIPLIER.
It does not change the compilation of the Rebels armies – it just gives them lower Tier units.
