Description:

Grand Campaign and Caesar in Gaul

This mod removes the hidden bonus minor factions receive. It also lowers minor faction base income. Previously all factions had the same base income. It does not affect any playable factions in the Grand Campaign or Caesar in Gual.

Minor factions still have the potential of becoming large empires but they will no longer be a power house with one territory. If they manage to expand, their handicap will hinder them far less the more they do. If they manage to become a large empire it will not even be noticeable at that point. That faction will have to play much smarter to get over the original hurdle so it’s less likely to happen now.

Trade and resources are not affected

Since this mod handicaps minor factions it does make the game easier. If you still want the same difficulty of a "normal difficulty" setting, I’d suggest setting your campaign difficulty to hard and then when loaded into the campaign set your battle difficulty to normal. The higher setting will allow minors to create more troops but the difference between majors and minors will still be there.

Warning for Hannibal at the Gates
Creative Assembly labeled every faction in the Hannibal at the Gates campaign a minor faction. That means if you’re using this mod for Hannibal at the Gates, every faction will recieve a handicap. That includes Rome and Carthage.
