Makes "Very Hard" and "Legendary" difficulty even more difficult.
Applies only to "Very Hard" and "Legendary" difficulties.
So, to play with these effects just play on Very Hard or Legendary.

- Recruitment Slots: 4 and 5 –> 7
- Replenishment rate: 7% and 9% –> 10%
- Taxes: +35% and +50% –> +75%
- Mercenary cost: -10% and -20% –> -70%
- Mercenary upkeep: -40% and -50% –> -10% (total merc upkeep -80%)
- Unit cost: -10% and -20% –> -70%
- Upkeep: -20% and -25% –> -70%
Agent success rate not affected.
Battle difficulty not affected.
With this even a 1 city faction will have 2 – 3 full stacks of medium – elite units while you will struggle to keep up. AI infrastructure will also be considerably more advanced. Just declaring war to everyone without thinking of possible enemy counter attack will result in you getting roflstomped by the AI. Also, the AI will be much richer so they won’t give a fυck about you paying them to get diplomatic deals. Trade deals still happen easy enough though, same as vanilla.
