I finally got tired of unnecessary bloodbath.

Shinobi Thieves are now allied with (+ can coexist):

– The Shek Kingdom
– United Cities
– Flotsam Ninjas
– Trade Ninjas
– Holy Nation Outlaws
– Traders Guild
– Machinists
– Mongrel

Logic: If they have a giant Tower that stands out like a sore thumb at the city, they’re supposed to be friends with the faction at power.

Shinobi Thieves can co-exist with:

– The Holy Nation
– Slave Traders
– Slave Hunters
– Anti-Slavers
– Rebel Farmers
– Rebel Swordmen
– Empire Peasants
– Tech Hunters
– Deadcat

Logic: They’re thieves and fences. They’re supposed to be a place for people with questionable morals to get resources.
