What is this?
This mod is a 1.37 repackaging of Rebalanced Technology Spread by Amarick, possibly inspired by No Voltaire in Kongo.
This is essentially an Eurocentric mod that applies hard penalties to institution spread, so by the end-date "uncivilized" countries are a *few* levels of tech behind western Europe.
What’s new?
Since the original mod is not being updated, I’ve added 1.33+ tech groups so it’s current. Nothing else.
I take no credit for the original code.
