Before I explain wat he do I wanna make smth clear rq, le empire treat there ppl nice, there not an evil empire. Ight so now onto explaining wat he do, the citizens while seeming to not have a role do smth very important, they work in factories and shops making things for the population to benifit, right now at the time or writing this theres no buildings so ye there useless but later they will become useful. They also dont mostly do crime although there is the occasional one that does it and they are usually killed by police or military.
Cost: 15 Empire Credits.
Controls: Its a human so u have to control it manually.
