Engineering Bay (boosted Engine Room 4×4) with Thermal Capacity and Passive Heat Radiation
Adds 4×4 Engineering Bay room.
Boosts thrusters by 50% in 7 tiles radius and distributes power to them. Stores a lot of power, as much as a Capacitor.

HVAC functionality added for Overclocked mode.
Engineering Bay now has 20k capacity (1.33x Thermal Battery) and passive heat radiation.
When Overclocked it will drain heat from 7 tile radius akin to Heat Exchanger.
