A very simple mod that adds decisions related to colonists.
Might create a less cheaty version of this mod if requested.
The AI wont use these decisions.

More Colonists:
Adds a country modifier that adds 10 colonists to your nation.
Better Colonists:
Adds a country modifier that increased the "global settler increase" with 500 for 10 years (so it should take less than 2 years to complete a colony).
Increase Colonial Range:
adds a country modifier that increases the colonial range with a 1000%
