Oulkramar the shek Blood sucker !
Oulkramar is a strong and interesting character, you can recruit him in the Hub. Be careful though, because he has a lot of different dialogues. Some will lead to a direct confrontation with him, others will allow you to recruit him, and some will allow you negotiate the price for him to join you.
He has a really interesting story that you can discover in his dialogues
