Promotion 2: Flips the Culture and Gold effects on Gilded Vaults. (+5 Culture, Gold equal to commercial hub adjacency)

This change was done because of civilizations like Mali that can gain huge adjacency bonuses on Commercial Hubs, which allows for insane amounts of Culture using the double adjacency card. Since Gold is easier to get than Culture, this change should make those strategies less oppressive, and make the building more consistent.

Promotion 2: Reduces the Science, Culture and Gold from Faith to 10% from 20%.

This ability provided too many yields, and made Faith builds very dominant with this gamemode. This should reduce that, to allow other strategies to be competitive.
