Better Restore Rome Decision
This mod changes the ludicrous vanilla Restore Roman Empire decision requirements for something more reasonable, needing only a few states around the mediterranean and having the empire rank. The decision was based on the one from CK3.
This mod also allows the HRE to form Rome and removes the Roman culture replacement that happens when you form Rome.
Future updates:
– Will allow the Papacy to form Rome, with some flavour.
– Will add a separate decision for Byzantium and the HRE to form Rome, the default decision will be left for romance speaking countries
– Will add a separate decision for embracing Roman culture, in a way that would make sense for the period.
