Trait: Brezhnev Stagnation
+2 Science, Culture, and Gold from City-States you are a Suzerain of. Envoys to City-States provide +1 Science. Cities with a Spaceport gain +10% Food, Science, Culture, Production, and Gold. Unlock T-62 and Lubyanka when discovering Class Struggle.

Unit: T-62
Gains +2 Influence towards Envoys when near a City-State. Doubled if it’s a City-State you’re Suzerain of.

Building: Lubyanka
Exclusive Modern era building that is built in the City Center. Gains +1 Influence points per turn, 1 additional Spy and Spy capacity. +2 Loyalty for cities with a Lubyanka.

Agenda: Brezhnev Doctrine
Likes civilizations who pose no threat and that doesn’t compete for the same city-state allegiance. Dislikes civilizations that are directly competing for city-state allegiance and for having a different government, especially those with a different form of government from the same era as his own.
