Nerfs Irregular Infantry by halving their Base Offense and Base Defense.

This reverts the power balance between Western nations and non-Western ones back to something closer to 1.4.

Notably, Qing no longer starts with more army power projection than Great Britain. This should facilitate a more historically plausible Opium War on top of letting AI make more sensibly aggressive diplomatic plays against lower tech nations in general.
