Canal Infrastructure
Sometimes lower tech nations reach their infrastructure limit and need to wait around until they research railways. This mod provides you with the option of building canals to add infrastructure and transportation. They are worse than railways, costing slightly less in construction while providing about half the benefits, but at least you can do something while waiting for railways.
States with rivers will gain increased throughput for canals and deserts will get decreased throughput. Major rivers like the Nile and Mississippi get +50% while smaller ones get +20%.
