Description:

Adds Philip IV as an alternate leader to Spain.

Design:

Philip IV
Leader Unique Ability: Patron of Velazquez: +2 Culture from Great Works of Art and +5% Production towards Naval Units in cities with a Theater Square or established governor (stacks). Has a unique exclusive governor with military and gold production abilities.

Leader Unique Governor: Olivares, the Valido
Tier 0 (Base): Sunflower: +5% Production towards civilian units in the city.
Tier 1a: Caballerizo Mayor: +10% Production towards all cavalry units in the city.
Tier 1b: Union of Arms: +7% Production towards melee units in the city.
Tier 2a: Millones: +3 Gold but -1 Food in the city.
Tier 2b: Juntas: +3 Production but -1 Gold in the city.
Tier 3 (Max): Crusader of Reform: +3 Loyalty in the city, doubled if there is a Government Plaza.

Agenda: El Rey Planeta: Attemps to build naval units and Theater Square buildings. Likes civilizations who collect great people and have high culture. Dislikes civilizations that do not share his religion and have low culture.
