This mod, ECC, removes the occupancy requirement for the establishment of canal companies. The Panama Canal Company also no longer requires the state to be incorporated.
1.6.0 update removed the incorporated state requirement from the Panama Canal, and supposedly increased immigration attraction when a canal is built. If you don’t wanna gamble on that this mod will still be here, always allowing you to actually establish the canal companies, as long as the canals are built.
