Small Traffic Police

A Small Police Building based on a real Ukraine Traffic Police Station in Pisochyn, Kharkiv.
This is meant to to support smaller / starting towns, so its quite small.

- Fixed building scale, it is now more like the real building (smaller)
- Changed building resource cost to line up with the scale (costs less now)
