私人建造
1.根据法律制定建筑是否按文化本土或者整合地区建造，可以游戏规则内选择设定。AI的政府建造部门按本mod的私人建造规则。

3.私人建造新建条件/New Construction Conditions for Private Construction
补充：
艺术学院：①首都；②有造纸厂，等级≥11；③有发电厂和造纸厂，造纸厂等级≥5
Arts Academy：①Capital ; ②Has paper mills , levels ≥ 11 .③Has paper mills＆power plant , paper mills levels ≥ 11 .

删除了军工厂的部分条件。

4.因为电力相关的生产方式不会在无电地区切换，所以归为轻工厂模式，根据文化规则新建。铁路依本mod设定自由新建。
