2. Building cost of construction sector upped to 500 from 100
3. Sector give 10 urbanization (vaniila 5)
4. Universities gives small amount of services (u cant make them profitable)
5. Adjustet number of hired pressonel for urban centers and government buildings
6. Urban cities provide less services from it main PM`s
