Description:

For Keqing: New unique unit. Civilian units ignore all Movement penalties for crossing rivers, and +2 Movement. Builders can accelerate progress of districts and projects.
For Ningguang: Buy Traders for free, Units, Buildings, Districts cost 20% less Gold. Cities gain standart yield from incoming trade routes. For each 2 adjacency bonus of Liyue Harbor and Commercial Hub gain 20% Gold, 100% max.

Liyue Harbor and buildings inside provide the same Traderoute capacity, Gold and GreatMerchantPoints as what same level of buildings inside Commercial Hub should provide. Governor Ganyu now takes charge of a city at once, and enables purcahsing districts in that city.
