New Civilization: Gehenna
Civilization traits:
"Freedom" and "Chaos"
Plots near the "Prefect Team" district that have not been improved will +1 Culture, while the improved plots will +1 Culture +1 Science.
After studying the Civic "Civil Service", plots near the "Prefect Team" district will +1 Production.
Land combat units produced by cities have the Prefect Team district +5 Combat Strength and +25% Experience.

New District:
Prefect Team
Gehenna unique district, replacing Encampment. The Production cost is lower and can be built near the city center, providing a large adjacent bonus for all adjacent districts.

New Units:
Toramaru
Gehenna unique modern heavy cavalry unit, replacing tank. The Production cost is lower. Maintenance doesn’t consume Oil, but the maintenance of Gold is higher. Has Ranged Attack.
Toramaru (IBUKI)
Gehenna unique information era heavy cavalry unit, replacing modern armor. The Production cost is lower. Maintenance doesn’t consume Oil, but the maintenance of Gold is higher. Has Ranged Attack.

Pandemonium Mascot
When in a state of peace, all cities +2 amenities, and cities have the "Prefect Team" district +5% Science and +5% Culture.
When in a state of war, all cities +8 loyalty per round, and cities have the "Prefect Team" district +10% Production.
Patrol with Iroha-senpai! All heavy cavalry units +5 Combat Strength, +1 Sight Range.

!!!This is the preparation pack of Gehenna_Expansion !!!

1. Adjust the start position of Gehenna Civilization.
2. Expand the city name pool.
3. Adjust unit "Toramaru" and "Toramaru(IBUKI)".
Toramaru:
Cost: 420 -> 510
Maintenance: 10 -> 15
Range: 2 -> 1
RangedCombat: 85 -> 90
Toramaru(IBUKI):
Cost: 600 -> 720
Maintenance: 14 -> 20
Range: 2 -> 1
RangedCombat: 95 -> 100
4. Fix some bug of Chinese text.
